New EU Packaging Regulation (PPWR) Enters into Application in August 2026 – What Should Customers Know?

The EU’s new Packaging and Packaging Waste Regulation (PPWR) will largely start to apply on 12 August 2026. The regulation aims to reduce packaging waste, improve the recyclability of packaging, and harmonize packaging requirements across the European Union.

The PPWR applies to all packaging placed on the EU market, including transport packaging such as cardboard boxes, pallets, and various types of packaging plastics.

From the PPWR perspective, responsibility for packaging compliance generally lies with the economic operator that places the packaging or the packaged product on the market.

In practice, this may involve requirements related to:

• Packaging recyclability
• The composition of packaging materials
• Reducing unnecessary packaging
• The use of recycled materials
• Reuse and reusability
• Extended producer responsibility and reporting obligations

In addition, certain economic operators may be required to carry out conformity assessments and maintain technical documentation.

As a general rule, responsibility for ensuring packaging compliance rests with the sender. DHL’s role is to transport shipments in accordance with the agreed transport conditions. Compliance of the packaging used by customers with PPWR requirements is, in principle, the responsibility of the customer.

What Should Customers Do Now?

Although not all detailed obligations under the regulation will take effect at the same time, companies should begin preparing well in advance.

We recommend that customers take the following steps:

• Review the packaging and packaging materials currently in use, as well as their volumes.
• Request the necessary documentation and compliance information from packaging suppliers in good time.
• Clarify your producer responsibility and reporting obligations in the markets where you operate.

National implementation practices and practical details related to the application of the PPWR are still being clarified across EU Member States. Furthermore, not all requirements of the regulation will become applicable on 12 August 2026; some obligations will take effect at later dates.
