Norway’s Digitoll reform changes customs and border procedures from 15 September 2026 – customers must submit customs clearance documents in advance

Norway’s Digitoll reform introduces changes to customs clearance and border procedures for transports destined for Norway. The new requirements aim to strengthen customs control and enable transport-related information to be processed before goods arrive at the Norwegian border.

DHL Freight will implement operating procedures in line with Norway’s Digitoll requirements from 15 September 2026 onwards.

Going forward, information relating to the transport, customs procedure, and shipments, as well as a reference to the customs declaration, must be submitted to the Norwegian customs authorities before crossing the border, or at the latest at the time of border crossing.

In practice, this means that import customs clearance information and documentation must be available and processed earlier than before so that they can be linked to the correct transport before arrival at the Norwegian border.

According to the Norwegian authorities, these requirements apply to all companies importing goods into Norway, regardless of the mode of transport. The changes therefore affect all parties involved in the Norwegian import supply chain, including exporters, importers, customs representatives, and transport service providers.

What does this mean for DHL Freight customers?

The change highlights the importance of timely and accurate information in the customs clearance process. To ensure that shipments pass through the Norwegian border as smoothly as possible, it is essential that all customs-related information and documentation are available well in advance of border crossing.

Incomplete or late information may lead to delays at the border and result in requests for additional information or inspections by the authorities.

The new requirements apply to all shipments destined for Norway, regardless of the agreed Incoterms or which party is responsible for the import customs clearance.

If you use your own or a third-party customs representative in Norway

If DHL Freight is your transport partner to Norway, but import customs clearance or customs brokerage in Norway is handled by a third party, we kindly ask you to ensure that your customs representative is aware of the new Digitoll requirements and submits the necessary information to the Norwegian customs authorities within the required deadlines before the border crossing.

Where necessary, DHL Freight will provide operational transport information, such as details relating to the transport unit, driver, or estimated border crossing time, to enable the customs declaration to be linked to the correct transport.

The Digitoll reform requires DHL Freight to carry out more advance processing, data management, and regulatory reporting than before. We will monitor the impact of the new operating model on both our customers’ and our own processes and will communicate any further actions separately if required.
