Changes to Greece's Transport Requirements: Electronic Documents and VAT Numbers

June 6, 2025

Greece is implementing new legislation aimed at digitizing delivery documents and enhancing regulatory oversight of freight transport. This change will affect all transport to, from, and within Greece, as well as their senders and carriers.

What is Changing?

An electronic delivery document (e-Delivery Note) will be required for all transports, which is created by registering the shipment in the Greek government portal. After registration, a QR code will be generated, which must be included in the delivery document and transport documents.

As of the beginning of June, it has been mandatory to create an electronic delivery document and QR code for every shipment to Greece, requiring prior registration.

New Mandatory Information: VAT / TAX ID Number

The creation of electronic documents requires the following information:

  • The recipient's VAT or TAX ID number, regardless of whether it is a business or an individual (B2B or B2C).
  • If the unloading location differs from the recipient, it is also mandatory to provide the VAT number of the unloading location.

Without this information, the electronic document and QR code cannot be registered in the government portal.

What You Need to Do?

Ensure that all shipments to or from Greece include:

  • The recipient's / sender's VAT / TAX ID number
  • The VAT / TAX ID number of any separate unloading/loading location, if applicable
  • Ensure that the data transfer to DHL Freight (e.g., EDI) includes this information
