What these Changes Mean for Global Supply Chains?
As of 17 March 2026, Poland has expanded its SENT transport monitoring system to include additional product groups, notably clothing, used textiles, and footwear. This change is relevant for businesses moving goods into Poland, out of Poland, or in transit through Poland—especially those operating in fashion, retail, e-commerce, and second-hand logistics.
For many companies, this is the first time textile and footwear shipments may fall under Poland’s goods monitoring rules. As a result, supply chain teams should review their transport processes, declaration responsibilities, and carrier readiness to help avoid disruption
What is changing under SENT?
Under the expanded rules, the SENT system now applies to the following categories of goods:
- Clothing (CN Chapters 61 and 62) when the gross weight exceeds 10 kg
- Used clothing (CN 6309 00 00) when the gross weight exceeds 10 kg
- Footwear (CN Chapter 64, excluding CN 6406 parts) when the shipment contains more than 20 items of footwear
- Mixed consignments containing goods from at least two of the above categories when the gross weight exceeds 10 kg
The expansion represents an important shift for businesses that may previously not have been subject to SENT requirements. Companies should verify product classifications and thresholds carefully before shipment.
Who is impacted by the SENT process?
Responsibility under SENT depends on the transport scenario:
- Sender – for goods departing from Poland
- Receiver – for goods entering Poland
- Carrier – for transit shipments moving through Poland
Businesses that are shipping, receiving, or transporting goods covered by SENT are required to submit and update transport information in the electronic SENT register via PUESC, the Polish tax and customs services platform. Carriers must also ensure the transport is equipped with a device transmitting geolocation data.
How the SENT process works
The SENT workflow typically consists of five key steps:
- Declaration creation in the PUESC system by the sender or receiver
- ssuance of a SENT reference number, which is then shared with the relevant parties and is valid for 10 days
- Carrier updates covering transport details such as vehicle data, documentation, and the geolocation device number
- GPS-monitored transport using an approved geolocation solution during movement through Poland
- Delivery confirmation by the receiver once the shipment has arrived
Failure to meet these requirements may result in significant operational and financial consequences, including penalties for missing or incorrect declarations or issues with transport monitoring.
