Demand Surcharge

To maintain our service level during periods of peak demand, we will be activating a Demand Surcharge.
For Time and Day Definite International shipping services, a Demand Surcharge will apply effective October 1, 2026 to February 5, 2027.
For Time Definite Domestic shipping services, a Demand Surcharge will apply effective November 1, 2026 to December 31, 2026.
DHL Express will update its prices, effective January, 2027. In Spain, the average price increase will be 5.9% for Time Definite and Day Definite products.
The price change applies to all discounted rates and agreements, where contracts allow.
Effective September 25, 2026, the Elevated Risk Surcharge for shipments to and from Israel will be suspended until further notice. We will continue to closely monitor the situation and adjust our measures as necessary in accordance with guidance from the relevant authorities.
Effective July 1, 2026, the regulatory fee of 2 EUR for goods delivered in Italy that originate outside the European Union and have a declared customs value under 150 EUR has been suspended.
Effective July 1, 2026, the regulatory fee of 2 EUR for goods delivered in France that originate outside the European Union and have a declared customs value under 150 EUR has been suspended.
Effective June 26, 2026, the Elevated Risk surcharge on all shipments to and from Bahrain, Jordan, Kuwait, Oman, Qatar, Saudi Arabia, and United Arab Emirates is suspended. We will continue to closely monitor the regional safety situation and comply with guidance from the relevant authorities.
DHL Express is closely monitoring the effects of severe weather that impacted portions of the U.S. network, including strong thunderstorms and hazardous operating conditions.
As a result, some DHL pickup, delivery, and shipment processing activities may experience delays. The safety of our employees and partners remains our highest priority, and operational adjustments were implemented to protect personnel and maintain service continuity wherever possible.
While contingency plans are in place and recovery efforts are underway, temporary service disruptions may continue as network operations return to normal. Shipments that cannot be processed or delivered as scheduled will be securely handled and forwarded as soon as conditions allow.
We appreciate your patience and understanding as we work to minimize the impact of these weather-related disruptions.

Removal of the De Minimis customs duty exemption Find Out More
DHL Express is committed to helping customers recover IEEPA tariffs they paid to the U.S. government through U.S. Customs and Border Protection (CBP).
Following the U.S. Supreme Court’s ruling and CBP confirmation that IEEPA tariffs no longer apply to shipments entering the United States as of February 24, 2026, CBP has since announced that it will begin processing refund claims through a phased administrative approach, with Phase 1 of its Consolidated Administration and Processing of Entries (CAPE) system scheduled to begin on April 20, 2026.
Under the government-established process, eligible refunds are administered by CBP through the CAPE system. As refunds are issued by CBP, where DHL Express acted as the Importer of Record (IOR), DHL Express will pass on the refund to the party that originally paid the duties, in line with CBP guidance. For eligible entries where the customer has acted as the IOR, DHL Express can assist customers in filing their claims via CAPE.
Due to continued volatility in the fuel market and to maintain pricing accuracy and transparency, DHL will implement weekly fuel surcharge updates starting April 13 and continuing until further notice.
This change affects only the update frequency. The fuel surcharge calculation method, including the fluctuating 20-day rolling US Gulf Coast (USGC) average and the published fuel surcharge table, remains unchanged.
We are taking every step to protect our customers from unnecessary cost fluctuations and to ensure fair and predictable pricing.
Updated Legal Requirements for Parcels to Italy
Effective March 13, 2026, the Italian government suspended the regulatory fee of 2 EUR for goods delivered in Italy on low value imports (up to 150 EUR) until July 1, 2026 to allow time for IT system updates.
Charges applied before the suspension may qualify for a refund.
Effective April 1, 2026, the New Zealand Government introduces a fee of 2.21 NZD per shipment for goods delivered to New Zealand that:
- Originate outside of New Zealand
- Have a declared customs value under 1,000 NZD

- Recipients may need to provide information and pay the fee if the sender has not done so.
DHL will identify eligible parcels, collect the fee, and comply with reporting obligations. Non-payment will result in the parcel being returned to the sender.
Effective March 5, 2026, and until further notice, all shipments exported to or imported from Oman, Saudi Arabia and United Arab Emirates will incur an Elevated Risk surcharge. Shipments to and from the Middle East are likely to encounter longer transit times. We are closely tracking developments and adhering to directives from the relevant authorities. Effective March 5, 2026, and until further notice, all shipments exported to or imported from Bahrain, Jordan, Kuwait and Qatar will incur an Elevated Risk surcharge. Due to the ongoing situation in the Middle East – including airspace closures affecting several markets – flight operations to and from the region have been disrupted. As a result, customers in the affected countries may experience service delays.
Effective March 3, 2026, and until further notice, all shipments exported to or imported from Israel will incur an Elevated Risk surcharge. Effective March 1, 2026, French Finance law 2026 article 22 introduces a 2 EUR fee for goods delivered in France that:
- Originate outside the European Union
- Have a declared customs value under 150 EUR

Effective March 1, DHL Express will no longer serve as Importer of Record for shipments valued at over 50,000 USD, lowering the current threshold from 100,000 USD.
As a result, customers will need to provide DHL Express with their tax identification number and a power of attorney, in order for DHL Express to submit import entries on their behalf.
Customers planning to use DHL Express as their broker and expecting to import more than two or three shipments per year should also consider obtaining a continuous customs bond to reduce costs, ensure smooth processing, and avoid delays.
Effective January 1, 2026, Law 30 December 2025, n. 199/Art. 1 paragraph 126 to 129 introduces a 2 EUR fee for goods delivered in Italy that:
- Originate outside the European Union
- Have a declared customs value under 150 EUR

Effective January 1, 2026, Law no. 239/2025 introduces a 25 RON fee for goods delivered in Romania that:
- Originate outside the European Union
- Have a declared customs value under 150 EUR

Effective October 27, 2025: Shipments exported to or imported from Israel are no longer subject to Elevated Risk surcharges.
In addition to the annual general price increase, DHL Express has reviewed its Services and Surcharges and has made the following adjustments effective January 1, 2026:
Optional Services:
- Change of Billing will apply per shipment instead of per invoice
Surcharges:
- Non-Conveyable Piece will also apply to pieces below 25 kg/56 lb if they have the potential to become entangled with or cause damage to other packages or our handling systems
- Non-Stackable Pallet threshold weight will be reduced to 25 kg//56 lb
- Oversize Piece will be also triggered if the second longest side exceeds 80 cm/32 in.
