2024 Philippines Regulatory - regulatory charges

Effective 10st June 2024, the Bureau of Customs of the Philippines has implemented the Customs Administrative Order 02-2024 whereby all de-minimis shipments with a dutiable value of PHP 10,000 and below into the Philippines are subject to additional regulatory charges totally of PHP 430 per waybill.

These new regulatory charges have been established by the Philippines Authorities with the purpose of protecting Philippine’s industry from low value imports.

In order to avoid delays, Shippers from Rest of World to Philippines shall:  

  • Inform their customers in Philippines of these new regulatory charges.
  • Ensure waybill and invoices have accurate end delivery details including receivers name, email and mobile phone number.

In order to avoid delays,  Receivers from Rest of World to Philippines shall:  

  • If the shipper has pre-selected the option to pay for the Import Customs Duties, VAT, and other Customs-related charges: then no further payment is needed from the receiver prior to delivery.
  • If the shipper has NOT pre-selected the option to pay for the Import Customs Duties, VAT, and other Customs-related charges: then the receiver will be charged prior to delivery.
  1. If the receiver has a DHL account: DHL will invoice your account.
  2. If the receiver does NOT have a DHL account: DHL will send to the receiver a link for payment to be made online. Alternatively, payment can be made upon delivery of your shipment.
  • Where possible, use DHL ADC (Advanced Duty Collection) solution where the receiver will receive an e- mail and link for online payment of the PHP430 per waybill to DHL Express prior to delivery.
  • If not using ADC, end receiver must have available funds via credit card, cash, company or bank cheque to pay on delivery.
