2024 Turkey Regulatory - Import Duty Threshold

As of the 21st  of August 2024, the Turkish Ministry of Finance has implemented changes to the import duty threshold for Business-to-Consumer (B2C) shipments  and the duty rate for shipments entering Turkey from EU Member States* and Rest of World.

  • The import duty threshold for Business-to-Consumer (B2C) shipments has been reduced from 150 EUR to 30 EUR
  • The import duty rate (%) will be changed for shipments coming from:
  1. EU Member States, the duty rate will be increased from 20% to 30% 
  2. Rest of World, the duty rate will be increased from 30% to 60%

*European Union Member States are Austria, Belgium, Bulgaria, Croatia, Republic of Cyprus, Czech Republic, Denmark, Estonia, Finland, France, Germany, Greece, Hungary, Ireland, Italy, Latvia, Lithuania, Luxembourg, Malta, Netherlands, Poland, Portugal, Romania, Slovakia, Slovenia, Spain, and Sweden.

IMPORTANT NOTE FOR B2C SHIPMENTS:

  • For shipments with a value above 30 EUR: a formal confirmation from the Importer of Record is mandatory to proceed with the customs clearance, and customs clearance charges may apply.

How can shippers from Rest of World to Turkey avoid delays?

  • Provide accurate and complete details of the goods, including the actual value of the goods.
  • Provide complete and accurate Commercial / Proforma Invoice data electronically via DHL Express Electronic Shipping Solutions, such as: goods descriptions, itemized values, country of origin, etc.
  • Provide the Turkish private consumer’s mobile phone number & e-mail address when creating the shipment with DHL for Business-to-Consumer (B2C) shipments - in case DHL needs to contact the receiver.
  • If the shipper prefers DHL not to contact the receiver (for example, in the case of DTP Billing Service), the shipper should provide an email address that is not associated with the receiver to DHL.
  • Inform your customer on potential clearance charges. Delivery of the shipment is only possible upon receipt of payment.

How can receivers Turkey avoid delays?

  • Receivers will receive a notification from DHL whereby they will need to either select DHL as the broker or provide an alternative broker for clearances. DHL will send for every new shipment a notification, the choice of broker will not be saved in the Customer Master File
  • It is important that the receiver contacts DHL with their instruction as soon as possible.
  • Clearance is only possible when the receiver authorizes DHL to perform clearance or provides an alternative broker.
  • Without the authorization to DHL to act as customs broker, or providing an alternative broker (per shipment), the shipment will be:
  1.  Held at the Turkish Gateway
  2. Returned to shipper if the receiver of the DHL notification will not provide DHL the information needed within 20 calendar days of shipment arrival.
