The European Union is tightening its rules on imported goods. Starting 12 August 2026, the new EU Packaging and Packaging Waste Regulation (PPWR 2025/40) comes into effect. This introduces strict compliance requirements not only for the products themselves, but also for the packaging used when placing goods on the EU market.
Who Is Affected?
The requirements apply to all packaging placed on the EU market, including materials used solely for transport. The scope covers:
Transport cartons and boxes
Stretch wrap and plastic films
Grouped packaging
Pallets
Protective and securing materials used during transit
Key Importer Responsibilities
Before placing packaging on the EU market, importers must verify that the manufacturer has met all legal obligations:
Completed the conformity assessment procedure
Prepared complete technical documentation
Issued an EU Declaration of Conformity
Complied with all packaging marking requirements
Provided all necessary supporting documentation
Important Note: If an importer has reason to believe that packaging does not comply with PPWR rules, it must not be placed on the EU market until full compliance is ensured.
Required Documentation from Suppliers
Importers should immediately begin requesting the following information and documents from non-EU suppliers:
EU Declaration of Conformity for packaging materials
Technical documentation and material composition data
Recyclability data
Proof of compliance regarding hazardous substance restrictions and other environmental standards
Specific Requirement for Slovakia
According to the official position of the Slovak Financial Directorate, the EU Declaration of Conformity must be available in the Slovak language (either originally issued in Slovak or officially translated) whenever packaging is placed on the Slovak market. Importers must be prepared to submit this documentation to market surveillance authorities upon request.
