U.S. Customs Regulation Change Regarding De Minimis

Effective 29 August 2025, the $800 De Minimis is no longer available for any shipments to the United States from any country.  This means that personal shipments will no longer qualify for De Minimis treatment.  

What does this mean for Postal Shipments? 

• Countries with an effective IEEPA tariff rate of less than 16 percent will incur additional USD 80 for every shipment regardless of weight/value. 
• Only shipments with no commercial value (e.g. documents with no declared value) can be sent via post without incurring additional USD 80.

What does this mean for DHL Express shipments?

For DHL Express shipments to the US, a baseline tariff rate of 10% will apply to exports from Singapore, excluding shipping costs.

Example: If you send a personal shipment from Singapore to the US with a declared value of USD 100, only USD 10 tariff (10% of USD 100) will be payable.
